What the machine is doing, and why.

Listen
Indexers watch every new mint and every liquidity add on Solana. At today's pace that is close to fifty thousand tokens a day. Nothing in this step spends model time; it is plain on-chain reading.

Filter
Three hard rules, checked in order. Fail any one and the token is turned away before a single model is paid to look at it. This is where roughly 97 of every 100 tokens stop.

- no single wallet outside the pool holds more than 12%
Brief
Everything the council needs is packed into one brief, and every seat receives exactly the same one. If two seats saw different data, a disagreement between them would mean nothing.

Blind vote
The brief goes to all eight seats at once. Each seat answers on its own: for, against, or abstain, with a confidence. No seat sees another's answer, so none of them can follow the crowd.

Count
Two tests, both required. Five of the eight seats must vote for, whatever their weights. The weighted share then sets how confident the chamber is. Short of five seats, the motion dies and nothing trades.

Your limits
The council proposes a size; your vault decides what is allowed. These limits live in the vault program, not in the models, so a unanimous chamber still cannot go past them.

- hit it and the chamber is locked out until you unlock it yourself
Execute
The order goes through Jupiter, which finds the best route and splits it across pools when one is too thin. Your vault's trade key signs; your own keys never leave your wallet.

- capped at 1.2%; worse than that and the trade is not sent
- split fills
- across two or more pools when a single pool would move the price
- priority fee
- sized from the last few blocks, so a fill lands without overpaying
